The Step Up Youth Initiative, in solidarity with the Global Call to Action Against Poverty (GCAP), has closely monitored the outcomes of the recent Second World Summit for Social Development in Doha. While we acknowledge the commitments made to social protection, the summit’s failure to produce concrete, binding action plans against inequality is a wake-up call for civil society.

Key Insights from the Summit Review

A critical analysis by GCAP reveals a troubling gap between rhetoric and reality:

  • The Missing Links: Despite the escalating global crisis of inequality, the Doha Declaration lacked the teeth—targets, timetables, and budgets—needed to enforce social justice.

  • The Austerity Blind Spot: The declaration remained silent on austerity measures, despite clear evidence that budget cuts are driving poverty in over 80% of nations.

  • Civil Society Fragmentation: The summit exposed the urgent need for a more unified, less fragmented civil society to effectively hold governments accountable.

Why We Support a ‘Social Justice COP’

Force Transparency

Requiring nations to report on inequality reduction just as they report on carbon emissions.

Center the Margins

Putting issues of social justice, rather than just economic growth, at the absolute forefront of the global agenda.
